In accordance with the Archdiocesan Pastoral Manual, the Finance Council is a separate entity from the Pastoral Council. The role of the Finance Council is to advise and consult the pastor regarding the stewardship of the physical and monetary assets of the parish. Additionally, the Finance Council and Pastoral Council work together to determine the consistency of the parish budget with the overall parish mission and goals.
More specifically, there are ten essential functions of the Finance Council:- Assist the pastor in the administration of parish goods.
- Become familiar with and recommended steps to comply with policies and procedures in the Parish-School control manual.
- Assist the pastor in the preparation of the annual budget of income and expenditures, sharing the budget with the Parish Pastoral Council.
- Assist the pastor in the preparation of an annual financial report to the parishioners.
- Review the parish financial statements and budget quarterly [at a minimum]. Provide a status report to the Pastoral Council quarterly.
- Assist parish boards and organizations in preparing and submitting budgets.
- Study parish revenues and make recommendations for increasing revenue to meet both parish and archdiocesan goals, and priorities.
- Become familiar with all archdiocesan fiscal policies and assist the pastor in meeting those obligations.
- Encourage support of the parish and archdiocesan stewardship programs.
- Annually, review the Internal Control Questionnaire, with the Pastor to identify any control deficiencies that may exist.
Fundraising requests
Per the Archdiocese of Galveston-Houston, there is one and only one account through which all income and expenditures are handled at Christ the Good Shepherd. As such, all fundraising activities to be held on parish grounds (both for internal ministries and external charities) must receive prior approval from the Finance Council. Please send all fundraising requests via email to the Finance Council at the address listed below (financecouncil@cgscc.church).
Where at all possible, requests should be submitted to the council at least two months prior to the date of the activity.
